Harold H. (Bart) Barton, Jr. received his Bachelor’s Degree from the United States Air Force Academy with the Class of 1973 and his Juris Doctor Degree from Regent University, School of Law in 2004. He established a private practice in Newport News that same year. Bart’s primary practice area is Elder Law. He represents older persons, disabled individuals, their families, and their advocates. He also practices in the areas of Veterans Benefits, as a VA accredited attorney including claims and appeals; Transactional Law, which includes establishment and maintenance of limited liability companies, corporations and non-profit organizations; Guardianships for minors and adults; and Restoration of Individual Rights. Bart is also qualified as a Guardian Ad Litem for incapacitated adults.
Prior to beginning a law career, Bart served in the United States Air Force for over twenty-six years and retired as a Colonel in 1999. A fighter pilot with over 3,200 hours in various aircraft including the F-111, Bart was the Commander of the 77 Tactical Fighter Squadron during Operations Desert Shield and Desert Storm. He is the recipient of the Legion of Merit and other military awards and decorations.
Since moving to Hampton Roads in 1996, Bart has been active within the local community as a volunteer and leader. He was a founding trustee and director of Orphan Helpers, Inc., a ministry to abandoned and incarcerated children. He was also a founding board member of the Arisen Foundation for Missions. A lifetime member of the Air Force Association, Bart serves on the Executive Committees of the Virginia State and Langley Chapter. He was recently awarded the AFA Exceptional Service Award, the highest national individual recognition. He is an active member of Liberty Baptist Church where he serves in the Crown Financial Ministry and on the leadership team for Disaster Response.
Professionally, Bart is a member of the National and Virginia Academy of Elder Law Attorneys and the Newport News Bar Association.
